The Red Scare developed in America after Russia took on more anarchist tactics/values. The United States feared the oncoming Communists of which were targeting important U.S. figures.

March 1918- Russia withdrew from the "capitalistic" world war. They began to focus on Communism (prior party was the Bolsheviks).
"Palmer Raid"- When Attorney General A. Mitchell Palmer would raid and deport & arrest Russians.
General Intellegence Division- Gathered information about radicals behind the percieved communist insurgance.Lead by J. Edgar Hoover.
April 1919- almost 40 bombs were intercepted in the mail (which were being sent to Rockefeller and Justice Oliver Wendell Holmes
J. Edgar Hoover- led G.I.D., and was in favor of "deporting radicals"
"Red Scare"- (1919-1920): included multiple anarchist tactics; started with an exploding bomb

"Soivet Ark"- ship that took Russians back to their home land after being deported, 249 people involved.
Mayor of Seattle called for Federal troops to curb "the anarchy of Russia"
Finally public opinion changed to be against Palmer began to question the constitutionality of the raids.
